What will it really take to improve India's K-12 education system?

India has several world-class educational institutions such as the IITs and IIMs, but its K-12 system of primary and secondary schooling is in a sorry state. A lack of enough and good teachers, old curriculum and a poor teacher-to-students ratio contribute to the dismal state of affairs.
